I tested versions 1.6.2 nightly and 1.6.0.4 on a Windows Server 2016 and had no problems. When you perform your installation tests, are you using a local admin user or temporary privilege escalation?
The 32/64 package problem is a bug that was fixed in 1.6 and which I think should be fixed in the latest version 1.5.1.24.

Could you open two more threads for these issues? I think we can close this one.

I'm running version 1.6.0.4, which doesn't run on Windows Server 2016, using a domain admin account.
I'll test it with the 1.6.2 nightly build.
