I have the same problem.
It seems that under Windows 11, the method

Not very practical for providing the necessary files to the Windows Update engine. We'll see if we can find another alternative.

Hello,
I have the same problem with all my 24H2 servers, which won't install the latest cumulative update 12-2024 (KB5048667).
I've noticed that when you go to the "Microsoft Update Catalog" and try to download KB5048667, it also offers KB5043080.
If I manually install KB5043080, then KB5048667 installs correctly afterward.
Is it possible to manually import updates into WAPT?
And force this update?
Because doing everything manually...it's going to be time-consuming...

Lorsque vous utilisez un média pour installer Windows 11 version 24H2, l’appareil peut rester dans un état où il ne peut pas accepter d’autres mises à jour de sécurité Windows. Cela se produit uniquement lorsque le média est créé pour inclure les mises à jour de sécurité d’octobre 2024 ou de novembre 2024 dans le cadre de l’installation (ces mises à jour ont été publiées entre le 8 octobre 2024 et le 12 novembre 2024).
Notez que cela se produit uniquement lors de l’utilisation d’un média (par exemple, des lecteurs flash CD et USB) pour installer Windows 11, version 24H2. Ce problème ne se produit pas pour les appareils sur lesquels la mise à jour de sécurité d’octobre 2024 ou les mises à jour de sécurité de novembre 2024 sont installées via Windows Update ou le site web du catalogue Microsoft Update.
Solution de contournement : Pour éviter les problèmes, n’installez pas Windows 11, version 24H2 qui installe les mises à jour de sécurité d’octobre 2024 ou de novembre 2024. Assurez-vous plutôt que le média utilisé pour installer Windows 11, version 24H2, inclut la mise à jour de sécurité mensuelle de décembre 2024 (publiée le 10 décembre 2024) ou ultérieure.

Once the December cumulative update is installed, it unlocks the installation of the other security updates!

I can confirm that after installing the kb5048667 cab using a wapt package:

the problem is resolved, and copytocache is repaired.
However, Microsoft continues to provide the ISO online with the bug present...
