Is this intentional?

Yes, it's for testing purposes because I already have a package for Scratch that I created manually.
I'm testing one on a PC that is authorized to install packages in DEV or PREPROD mode.

So the package appears as an error in the machine's inventory?
If so, is it possible to get the error here (your previous log doesn't show the problem)?

Sorry, it's my fault.

I uninstalled WAPT on that PC because I was testing my problem on it for another ticket (GPO issue).
As a result, the PC was no longer authorized to install packages in DEV or PREPROD environments

. Now the package installs without error.
