Run as administrator GPO

Hello,
I'm not very familiar with Group Policy Objects (GPOs) and I'm having a problem with some technical accounts that no longer have "Run as administrator" privileges when right-clicking on the Command Prompt (CMD).
I think this only applies to one Organizational Unit (OU)... although, since I don't know much about it, I'd rather not say for sure.
The restart and shutdown options have also disappeared, even the "Log off" option... it only offers "Sign out" and that's it.
So I'm really stuck with my admin accounts that can't run anything as administrator. :-/
Can you help me with this?
