Error closing the console

Hello,
for some time now I've been having trouble closing the administration console. I'm on version 2.3.0.13516 (the latest version).
When I close the console, I get an error message saying "Unable to create file" in "C:\Users\atri\AppData\Roaming\waptconsole\waptconsole.ini". The process cannot access the file because it is being used by another process.
I have to kill the application in the Task Manager.
I uninstalled and then reinstalled the console, and the problem persists... I even temporarily renamed the file (which didn't cause any problems, strange for a file supposedly used by a process), but nothing works...
