I'd like to create a WAPT agent for Mac, but I can't follow the tutorial.
At step 1.2.1, "Create the WAPT agent configuration file,
" the "Create initial configuration" button is grayed out!
Can you help me?

on a Debian Bullseye system.
My administration machine is running Windows 10.

configuration package management is only available in the Enterprise version (https://www.wapt.fr/fr/doc/wapt-enterprise.html#id9). In fact, the WAPT agent for macOS has historically only been available to WAPT Enterprise customers, so the documentation logically refers to Enterprise features.

We will add more explicitly to the documentation that macOS is not supported in the Discovery version. That said, personally I think that when a VIP demands an AirBook running macOS rather than a Linux or Windows laptop, it's because they also have a few extra euros for their WAPT license... And besides, there have to be some differentiating factors between Discovery and Enterprise, otherwise there wouldn't be any money left to pay the developers.

I'll let you know when I've updated the documentation.
