Can manual package installation be prohibited?

Hello,
I'd like to install commercial software packages, but the fact that all users can install a package is a problem. Yes, there are administrator users on their machines! ^^
If I understand correctly, the administrators and waptselfservice groups have permission to install Wapt packages through the self-service interface. Is it possible to restrict this to the waptselfservice group?
Even better, can manual package installation be completely disabled?
