Run wapt-get install via GPO

Hello,
I have a quick question for the community:
I've set up a Group Policy Object (GPO) for computers to run the TeamViewer installation with specific settings.
I now have a GPO called team.bat in which I run the command: wapt-get install teamviewer.
On a Windows XP computer (yes, we still have those!), it works perfectly.
However, on a Windows 7 computer, I get the following error (after redirecting the command output to a text file):
FATAL ERROR: OperationalError: database is locked.
Two questions:
Why is there such a difference between XP and Windows 7? At what level does the difference lie with WAPT?
And of course, how can I resolve this issue?
