After a bit of searching, I found this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate.
It seems to be working again.

I tested WAPT during the period in May when licenses were being given away during the lockdown. I just uninstalled the agent from two servers... I had to restart the Windows Update service, which isn't a problem in itself, but I still can't search for updates or...
