this has indeed resolved my issue.
I thought the self-service rules were there to restrict packets and that by default users had access to everything.

I'm testing the enterprise version (with a 30-day license).
When I use the self-service interface on a test machine, an administrator user can see all the packages correctly, but a standard user sees no packages at all.
