Unfortunately, I don't have any more information about a possible problem when running manually... but because the configuration imports correctly. :/
I've attached a screenshot of what's shown when the commands are executed. The -d option also doesn't reveal anything...

thank you, the package update worked.
The WinPE on the USB drive was a workaround for another issue we're having with PXE.
