Problem solved!
The issue was with the 32-bit version of the Voyage Linux distribution; once our Wapt devices were upgraded to the stable 32-bit version of Debian 8.8, there were no more problems!

I think the problem might stem from there.
I didn't encounter any issues when duplicating smaller packages.
My server is indeed running Windows 7, but I don't use IIS.
