Actually, after finding information online, I retrieved a configuration file from a new installation (a vlcrc file) and placed it in C:\Users\Default\AppData\Roaming\vlc using the installation package (with a filecopyto command).

This file should contain:
qt-updates-notif=0
qt-privacy-ask=0 ...
