I followed the instructions in the thread you linked:

1/
net stop waptserver
net stop waptservice
net stop waptnginx
sc delete waptserver

2/ I ran the update as local administrator.

3/ c:\wapt\waptpython.exe c:\wapt\waptserver\winsetup.py -ldebug install ...
