In WinPE, you would need to do the following in the terminal:

X:\Windows\System32>ftp
ftp> open srvwapt.ad.tranquil.it 443
Connecté à srvwapt.ad.tranquil.it

When it doesn't work, it should return:

X:\Windows\System32>ftp
ftp> open srvwapt.ad.tranquil.it 443
ftp: connect :Connexion refusée

Hmm... and does nslookup work?

Because that's what it says when the DNS isn't responding...
