I had the same issue; by re-signing the packages, it was possible to assign them to the hosts again.

I can no longer perform forced installations or forget packages on the hosts.
Is this a feature restriction in WAPT Discovery version 2.3?

I solved my problem, in case it helps anyone:
- Download the desired version from "https://get.adobe.com/fr/reader/enterprise/"
- I personally downloaded the latest version (2100520060) MUI (AcroRdrDC2100520060_MUI.exe)
- Extract the downloaded file...

Most of my computers are working fine, but on 20% of them (180 workstations) I'm getting error 150340:

Administration machine OS: Windows 10.

Is it possible to block all user actions until the "session-setup" is complete?
