Your antivirus software must have deleted NSSM.exe from this folder, making it impossible to create the agent.

Reinstall waptsetup.exe and temporarily disable NSSM.exe. You will also need to create an exception for nssm.exe in your centralized antivirus management interface.

I had this problem during installation and I disabled my antivirus and added nssm.exe to the exclusions rules.
Problem solved.
