Try to make the effort to upgrade to version 1.5 first, if possible.
Version 1.3 will quickly become obsolete because the packages provided by Tranquil IT and other repositories will soon only be compatible with 1.5, due to the major package format changes between 1.3 and 1.5.
You can, of course, stay on version 1.3 and package your own packages according to the 1.3 package packaging format. The downside is that you'll quickly find yourself very isolated.
