Hello,
I'm having trouble editing package groups.
The console seems frozen and the new package editing window doesn't open.
How can I see what's happening?

It seems to be a windowing issue.
At the office I use a triple-monitor setup, and at home I use a single or dual monitor setup.
It appears that the window in question is opening in an area that isn't visible. I've switched the configuration several times (single, dual, etc.) and the window then appears.
Is it possible to fix this on the Wapt client side?

Yes, that's exactly it... an old "bug" that we also have at a client's site.
file
%APPDATA%\waptconsole\waptconsole.ini
, which saves the window positions and other filtering settings between sessions.
